On May 30th, according to the relevant provisions of the Export Control Law of the People's Republic of China, the Foreign Trade Law of the People's Republic of China, and the Customs Law of the People's Republic of China, in order to maintain national security and interests, fulfill international obligations such as non-proliferation, and with the approval of the State Council and the Central Military Commission, it has been decided to implement export controls on the following items. The relevant matters are announced as follows:
1、 Items that meet the following characteristics shall not be exported without permission:
（1） Aerospace structural components and engine manufacturing related equipment, software, and technology.
1. Tools, molds, fixtures, and other process equipment specifically designed for the manufacture of titanium, aluminum, and their alloys for superplastic forming/diffusion bonding (refer to customs commodity numbers: 8203200010, 8204110010, 8204120010, 8205400010, 820590010, 82060000, 8480419010, 7326901910):
(1) Aircraft structural components or spacecraft structural components;
(2) Aircraft or aerospace engines;
(3) Specially designed components for aircraft or spacecraft structures;
(4) Specially designed components for aviation or aerospace engines.
2. Software specifically designed or improved for research and development, production, or use of the items listed in 1 above.
3. Technologies and their carriers used for research and development, production, or use of the items listed in 1 above, including design drawings, process specifications, process parameters, processing programs, simulation data, etc.
Technical description: Superplastic forming refers to the forming process of using superplastic metal materials to exhibit ultra-high elongation and non fracture superplasticity under specific temperature and strain rate conditions, and using superplastic metal sheets as formed blanks in the mold cavity to obtain various required shape parts.
Diffusion bonding refers to the forming process in which two surfaces of materials in contact with each other approach each other under the action of temperature and pressure, causing local plastic deformation and mutual diffusion between atoms. A diffusion layer is formed at the interface contact point to achieve reliable bonding.
（2） Gas turbine engine/gas turbine manufacturing related equipment, software, and technology.
1. Equipment for directional crystal or single crystal casting of high-temperature alloys required for manufacturing turbine configuration components such as gas turbine engines/blades and guides (refer to customs commodity numbers: 8454301010, 8454309010).
2. Precision casting intermediate products (including ceramic cores, wax molds, and casings) specifically designed for manufacturing turbine configuration components such as gas turbine engines/gas turbine blades, guides, and casings, as well as process equipment such as tools, molds, and fixtures specifically designed for manufacturing the aforementioned intermediate products (refer to customs commodity numbers: 6903100010, 6903200010, 6903900010, 690910010, 690910010, 690910010, 820590020, 8428909030, 848060010, 7326901920, 7616991020, 9031809081).
3. Tools, molds, fixtures, and other process equipment specifically designed for solid-state connection of high-temperature alloys, titanium alloys, or intermetallic compounds used in gas turbine engines/gas turbines (refer to customs commodity numbers: 820590030, 6804219010, 6804229010, 82072001010, 8207209010, 820730030030, 8480419020, 8466200010, 7326901930, 9031809082).
4. Software specifically designed or improved for research and development, production, or use of items listed in 1, 2, and 3 above.
5. The technology and its carrier used for research and development, production, or use of the items listed in 1, 2, and 3 above, including design drawings, process specifications, process parameters, processing programs, simulation data, etc.
Technical description: High temperature alloys refer to nickel based alloys, cobalt based alloys, or iron-based alloys containing refractory metals, which can withstand complex stresses under oxidation and hot corrosion conditions of 600 degrees Celsius or above, still have good comprehensive performance, and can work reliably for a long time. They are also known as "superalloys".
（3） Equipment, software, and technology related to space suit windows.
1. Specially designed mold for manufacturing aerospace suit face windows (refer to customs commodity number: 8480719020).
（4） Items related to ultra-high molecular weight polyethylene fibers.
1. Ultra high molecular weight polyethylene fibers with a fracture strength of ≥ 40cN/dtex, initial modulus of ≥ 1600cN/dtex, and without twisting (refer to customs commodity numbers: 5402491010, 550190010, 5503909010).
2. The soft non woven fabric layer made of ultra-high molecular weight polyethylene fiber (without pressure) is resistant to 1.1g standard simulated fragments (17 grain simulated fragments FSP) V50 ≥ 700m/s under a surface density of ≤ 5.3kg/m2 (tested according to Appendix B of GJB4300A-2012 "Ballistic Limit V50 Test Method").
3. The technology and carrier for producing the items listed in 1 and 2 above, including design drawings, process specifications, process parameters, processing programs, simulation data, etc.
2、 Export operators shall handle export license procedures in accordance with relevant regulations, apply to the Ministry of Commerce through the provincial commerce department, fill out the dual-use item and technology export application form, and submit the following documents:
（1） Original export contracts or agreements, or copies or scanned copies that are consistent with the original;
（2） Technical description or testing report of the intended export item;
（3） End user and end-use proof;
（4） Introduction to importers and end users;
（5） Identification documents of the applicant's legal representative, main business manager, and agent.
3、 The Ministry of Commerce shall conduct an examination from the date of receiving the export application documents, or in conjunction with relevant departments, and make a decision on whether to grant or not to grant the license within the statutory time limit.
The export of items listed in this announcement that have a significant impact on national security shall be submitted to the State Council for approval by the Ministry of Commerce in conjunction with relevant departments.
4、 After examination and approval, the Ministry of Commerce shall issue an export license for dual-use items and technologies (hereinafter referred to as the export license).
5、 The procedures for applying for and issuing export licenses, handling special circumstances, and the retention period of documents and materials shall be implemented in accordance with the relevant provisions of Order No. 29 of 2005 of the Ministry of Commerce and the General Administration of Customs on the Administration of Import and Export Licenses for Dual Use Items and Technologies.
6、 Export operators shall issue export licenses to the customs, handle customs procedures in accordance with the provisions of the Customs Law of the People's Republic of China, and accept customs supervision. The customs shall handle the inspection and release procedures with the export license issued by the Ministry of Commerce.
7、 If an exporter exports without permission, exceeds the scope of the license, or engages in other illegal activities, the Ministry of Commerce or customs and other departments shall impose administrative penalties in accordance with relevant laws and regulations. If a crime is constituted, criminal responsibility shall be pursued in accordance with the law.
8、 The export of protective equipment such as bulletproof helmets, bulletproof vests, bulletproof inserts, and bulletproof plates (bulletproof armor plates, composite bulletproof plates) made of ultra-high molecular weight polyethylene fibers, as well as ultra-high molecular weight polyethylene fiber weft less cloth target plates used for the production of protective equipment, shall be carried out in accordance with the relevant provisions of the Regulations on the Administration of Military Export of the People's Republic of China.
